He aims to have Yonkers grouped with the downstate region instead of upstate, highlighting that over 70% of hired teachers come from the New York City area, indicating a shared labor force region.
This change could potentially bring $24 million annually to Yonkers schools.
Despite this, the state's regional cost index has remained unchanged for nearly two decades.
